There are 1,942 Hispanic employees statewide in coded positions. The five State agencies with the largest number of Hispanic employees in coded state positions are indicated below.

Of the approximately 53,000 coded State employees, 1,089 are currently receiving bilingual pay for the use of the Spanish language. The five State agencies that have the highest number of employees receiving bilingual pay for the use of the Spanish language are shown below.

2007 State Hispanic Employment Plan
The 2007 SHEP plan has been submitted to the Legislature
on February 2, 2007. To see a copy of the plan go to the
CMS website. IAHSE has been participating on this task
force from the beginning.
2006 State Hispanic Employment Plan
IAHSE was invited to the table by CMS in accordance with
Senate Bill 2043 to provide insight and recommendations which
were included in the final version of the 2006 State Hispanic
Employment Plan. The report was submitted on February 1, 2006.
The 2006 State Hispanic Employment Plan is available on the

2005 LEGISLATION AFFECTING LATINOS

Signed into law by Governor Blagojevich,
on August 15, 2005.
Senate Bill 2043
Amends the State Employment Records Act. Provides that each
State agency shall include in its annual report a description of the
agency's activities in implementing the State Hispanic Employment
Plan and the bilingual employment plan in accord with CMS
requirements. Amends the Department of Central Management
Services Law. Provides that in consultation with knowledgeable
persons and organizations, the Department shall each year prepare
an Hispanic Employment Plan and report to the General Assembly
each State agency's activities that implement the plan. Provides that
each State agency shall implement strategies and programs in
accord with the State Hispanic Employment Plan to increase the
number of State employees who are Hispanic or bilingual in
supervisory, technical, professional, and managerial positions. Each
agency shall report annually to the Department and the Department
of Human Rights concerning the agency's activities in implementing
the plan. Each agency's annual report shall include: reports or
information about the agency's Hispanic and bilingual programs that
the agency received from the Department of Human Rights,
Department of Central Management Services, and the Auditor
General; findings made by the Governor; information about the
agency's studies and monitoring success about the increase of
Hispanics and bilingual persons at the supervisory, technical,
professional, and managerial levels; and information about the
agency's budget allocations for the Hispanic and bilingual
employment programs. Makes other changes.
