Carlos Charneco has been a member of the Illinois Association of Hispanic State Employees for the last 15 years serving as a board member for the last two years.

He has been a state employee with the Illinois Department of Employment Security since 1980. He has been working for the Office of Equal Opportunity/AA since 1996. He served as the Equal Opportunity Monitor and later as the Compliance EO Monitor. He was appointed the Agency's Equal OpportunityOfficer in November 2004. Mr. Charneco is a member of the Governors New Americans Policy and Advocacy Interagency Task Force whose purpose is to assist with the integration of new immigrants into Illinois. He is a Board member of the Illinois Association of Agencies and Community Organizations for Migrant Advocacy. Mr. Charneco is a long time member of the International Association of Workforce Professionals and has served as the past president of the Illinois Chapter. Mr Charneco holds a Bachelors of Art Degree from Northwestern University majoring in Spanish American Studies.

 

 

Carmen Iris Lebron is an IAHSE member in good standing and has been with the organization for 10 years. She currently holds the title of Human Service Casework Manager with the State of Illinois, which she has proudly held for 4 years. She has been employed by the State of Illinois for over 15 years, and currently holds a BA in Speech from Northeastern Illinois University. Ms. Lebron is currently in pursuit of an MBA at Benedictine University. She is currently reigning as Ms. Illinois Belleza Latina for 2007, in which she has made numerous appearances, participated in various volunteer work which focuses attention on Latinas promoting real beauty, cultural values, Latin pride in heritage, self-esteem and education. Carmen serves on the Parent and Teachers working Together PATT) in the Plano School District 88, in which she served on various committees that hosted and planned events for students and families, as well as help raise money for various school needs. Ms Lebron has served 7 years as a volunteer with the Boys Scouts of America serving as a Den Leader in both Chicago Area Council and Three Fires Council ( Northwest Region).
 

 

Nancy Hernandez has been a member of IAHSE for approximately eight years. She began state employment with the Department of Insurance in May of 2000 and has been working for the Illinois Department of Labor as the Equal Pay Specialist since 2005.

A member and cofounder of the "Know Your Rights Committee" a collaboration of members from different government agencies such as EEOC, City of Chicago Commission on Human Relations, Illinois Attorney General, and Illinois Dept. of Human Rights etc. As part of the committee she helps coordinate various community outreach and awareness of the services and protections agencies provide. She participates in public speaking events to different groups such as Latino Communities, Women's Groups, Students, and the working poor.

Nancy has an Associate Degree from Wright College and is currently working on her Bachelor's Degree at Northeastern University.

 

JOSE M. PRADO. I WAS BORN IN MEXICO CITY, MEXICO. I BEGAN MY CAREER IN LAW ENFORCEMENT IN 1988, WHEN I GRADUATED FROM THE PROFESSIONAL CAREER CENTER WITH A DIPLOMA IN PRIVATE SECURITY AND INVESTIGATIONS. I GRADUATED WITH HONORS AND BECAME THE CLASS VALEDICTORIAN. I WORKED IN THE PRIVATE SECTOR FOR ABOUT 10 YEARS, WHILE WORKING AS A VOLUNTEER FOR THE CHICAGO POLICE DEPARTMENT. I SERVED AS AN ADULT ADVISOR FOR THE LAW ENFORCEMENT EXPLORER PROGRAM.  IN 1998, I JOINED THE ILLINOIS DEPT. OF CORRECTIONS AND WAS ASSIGNED TO THE JOLIET CORRECTIONAL CENTER AS A CORRECTIONAL OFFICER.  IN 1999, I JOINED THE ILLINOIS ASSOCIATION OF HISPANIC STATE EMPLOYEES (IAHSE). WHEN JOLIET C.C. WAS CLOSED, I WAS TRANSFERRED TO THE STATEVILLE CORRECTIONAL CENTER AND STILL THERE.

I HAVE JOINED SEVERAL COMMUNITY AND PROFFESIONAL ORGANIZATIONS. IM A TEAM LEADER OF THE STATEVILLE TACTICAL UNIT, INSTITUTIONAL TRUSTEE FOR THE I.D.O.C. FRATERNAL ORDER OF POLICE LODGE #263, AND JUNIOR WARDEN FOR ASHBY B. CARTER MASONIC LODGE # 138. I THINK THAT I COULD BE AN ASSET FOR IAHSE BECAUSE OF MY EXPERIENCE AND WILLINGNESS TO MOVE FORWARD AND MAKE A DIFFERENCE.

 

Katherine DeAguirre is presently working for the Illinois Health Family Service Department as a Child Support Specialist. She has been a volunteer for IAHSE for the last 6 years and in the last two years Katherine has gotten actively involve with the organization as Volunteer Coordinator. She graduated from Loyola Chicago University with a Bachelor Degree in Spanish and Communications. Since, she has been actively involve with the Latino community; such as a volunteered and employed by non-for-profit organizations; La Raza Newspaper, as reporter as well translating articles (editorial & La Raza 1st Guia Telefonica); producer/director assistant for the WYCC Channel 20 "Nuestros Niño's "segment and "Small Talk," the English version. Other experiences include: Marketing Director, Radio host, English and Spanish tutor for the Graduate Business College at Northwestern University.

 

Sylvia C. Fonseca obtained her Masters of Social Work from George Williams College of Aurora of University in May 1998. She has been employed with the Illinois Department of Children and Family Services for over 23 years.  Prior to coming to the Department she worked at Association House of Chicago.  She has worked as a Childcare Worker, Therapist, Child Protection Investigator, Case Manager, Emergency Resource Worker, E.E.O. Specialist/Recruiter, an Adoption Worker, as the Assistant to the Statewide Immigration Coordinator and currently Adminstrative Assistant staff to the Guardian.

 

Sylvia has been a youth minister for seven years and taught Sunday school for three years at Maternity B.V.M. in the Humboldt Park area. She currently is Parish Council at Saint Viators Catholic Church.

 

Sylvia has been an active member of the Latino Advisory Committee to the Director for over seventeen years and has served as Vice-Chair and Chairwoman of the Committee. She has been an active member of the Latino Family Conference Planning Committee for over nineteen years. She also has served for three years on the Conference Coordinating Committee.

 

Gloria Rios Richard has been with the Illinois Department of Employment Security since in 1980. She is currently the local office manager at the IDES Kankakee office.  A daughter to parents who were migrant seasonal farm workers, her work at IDES included advocating for the migrant seasonal farm workers, their families and the Hispanic community.  A resident of Kankakee, she continues to assist those within the Hispanic community. 

She currently is serving on the Grundy, Livingston and Kankakee County workforce board and serves on various committees.  I addition she is on the Salvation Army Advisory board and chairperson of the membership committee and a advisory member of the Kankakee Community College Vertical Team as well as a member of the Hispanic Partnership Committee in Kankakee County.  A graduate of Olivet Nazarene University she holds a degree in Business Management. In 2004 she fulfilled a life long dream of to become a business owner by opening a Wi-Fi cafe, "Digital Grounds Cafe & Bakery, Inc."  She has been an IAHSE member for over 15 years.

 

2006-2007 IAHSE Nominees 

 

 

Veronica Aguirre is a native of Chicago and throughout her professional career has always worked serving the public in a variety of capacities with non-profit organizations and state government. She has worked for the 18th Street Development Corporation, National Council of La Raza and Latino Youth servicing the Latino communities. Currently, she is employed as a Claims Analyst in the Crime Victims Division with the Illinois Attorney General's Office and has been with the office since 1993. She has been an active union member of the Illinois Federation of Public Employees Local 4408 and was recently re-elected as Area Vice-President.

 

Richard Echevarria, a Child Protective Advance Specialist, for I.D.C.F.S has 12 years experience in working with Spanish Speaking/Latino families for the Illinois Department of Children and Family Services.  He develops and presents workshops for the Latino Social Worker Organization of Illinois as well as a presenter for workshops for DCFS, Illinois Board of Education, LSWO, and local schools regarding cultural competencies and child maltreatment issues. He is a Certified Union Steward for the American Federation of State, County, and Municipal employee local 2081.  He has worked with the Hotel and Employee Restaurant Employee Union Local 1 with fundraising and gathering national support for undocumented worker rights. Richard is a long time member of the Illinois Association of Hispanic State Employees. He has B.A. from Northern Illinois University and a M.A. from the University of Chicago.

 

Carmen Medina is an attorney with the Department of Human Rights receiving her law degree from DePaul University. She has been a long time IAHSE member and currently serves on the Illinois Hispanic Scholarship Foundation. Previously she was employed as an attorney for Child and Family Services.

 

Naomi Velazquez Greene is a Principal Consultant with Illinois State Board of Education where she has been for three years. In her role at ISBE she works with downstate school districts advocating for bilingual services to students and working with districts to apply for state and federal funds. Prior to working for ISBE, Naomi established herself as a journalist and public relations professional. In her 25 year career in the media she worked for print, radio and television, including WGN- TV and UPI in Chicago. As a public relations professional, she worked for the Illinois Math and Science Academy in Aurora and for St. John's Hospital in Springfield.

 

She first came to IAHSE the 1980s and attended some of the organization's first planning meetings. She also helped format, write and publish IAHSE's first newsletters. As a graduate student intern, she was a recipient of an IAHSE scholarship which helped her earn her Master's degree in communications.

 

Among her other organizations, Naomi has served on the National Board of the Association for Women in Communication. She has been on the board for IMAGE, Inc. in Springfield and the Sister Cities Association of Springfield. She is currently active with the newly formed Latino Coalition for Prevention, a statewide network of non-profit groups serving the Latino community.

2005-2006 IAHSE Nominees

 

Salvador Garza

Salvador is employed by the Illinois Department of Commerce and Economic Opportunity as part of the State's Economic Development Opportunity Returns Team for the West Central Region. Salvador is a dedicated community leader currently serving as the Fire and Police Commissioner for the City of Galesburg, a past President and Co-founder of the Hispanic Latino Resource Group, Inc and past Community Pillar & Leadership Chair of the United Way. Salvador has volunteered in a number of community organizations including District Chairman for the Boy Scouts and the Census Commission. Salvador served in the Marines for eight years and received his Bachelor of Science in Engineering. Salvador had previously worked for the Maytag Corporation as a Senior Engineer for 20 years.

 

Rosario Guerrero

Rosario has been employed with the state for 27 years working in various areas in state government including the Department of Human Services (Alcohol & Substance Abuse) the Industrial Commission and currently with Central Management Services Business Enterprise Program. She is currently an IAHSE board member.  She served as Treasurer on a couple of occasions.  

 

Issa G. Lozada

Issa is currently at the Illinois Department of Transportation. She has served as personnel recruiter for the Department. Her duties include recruitment at colleges, fairs and special events. Issa is involved in assisting in the departmental selection process. Issa has been an active supporter of IAHSE for the last two years recruiting IDOT employees as members of IAHSE. She has participated as an exhibitor at the Conference as well as this year organizing a conference workshop. She received her Bachelor's in Organizational Management from North Park University and Master's Degree from Lehigh University in Educational Leadership.

 

 

Carmen Suarez

Carmen is the Director of the Office of Diversity and Equity at Southern Illinois University Carbondale. The office coordinates a number of initiatives designed to better foster an interactive, welcoming and accepting pluralistic environment. Activities include the recruitment of minority faculty, staff and students including an initiative targeting high school and community college Latinas. Her office also conducts extensive training, workshops and seminars. In addition, she has served as the University Affirmative Action Officer, the Hispanic Community Liaison, and as Assistant Dean of the SIU School of Law. She has been a member of the Chicago Minority Business Development Council and McHenry County College Hispanic Advisory Committee and is currently on the Human Relations Commission for the city of Carbondale. She has done numerous presentations on Affirmative Action as well as on Diversity at the Workplace. As an IAHSE member she has been an attendee and exhibitor at the annual IAHSE conference. Carmen has a Bachelor and Masters of Arts degree in History, and is currently completing a doctorate in Higher Education Administration.

 

Nelson Velazquez

Nelson is currently employed at Secretary of State, Department of police. He has been a long time IAHSE member since 1996 and a regular attendee at the IAHSE annual Conference. He has been an exhibitor at the annual Conference. Nelson is a member of the Hispanic Illinois State Law Enforcement Association serving as an Executive board member including President. He received his Bachelor’s Degree from Chicago State University.
